Im receiving this error when trying to open SimCities. initialize properly (0xc0000142).?

I could download the game correctly. For some reason, not open. I have Windows XP Home. I downloaded version 1.1 because netframe as outlined earlier. Now that I fixed this problem this gives me the error 0000142. Is there an update also need to download? You do not have to play, but usually not open Yahoo Messenger.
