userinit exe error

Missing userinit.exe and run from the start button does not start?

Once I opened a C drive for example … I get this error message (This operation has been canceled due to restrictions in effect on this computer. Please contact the system administrator) I tried to find solutions and that all these include a CD of Windows XP or witch i start RUN key can not be started. so .. What now? Try restarting the computer in Safe Mode. Restart your computer and then press the F8 key until What brings you back to the boot selection screen, select Safe Mode. Once Windows loads, see if you can connect the administrator account. If can, try the Run button.
