Error with installsheild/game HELP!?

okay so i am trying to install civilization 4 on computer and it starts the install set up and then it says: An error (-5009 : 0×8002802b) has ocurred while running the setup. after restarting your computer, go to the windows explorer to Documents and settings for your username. You should see a folder called local settings (if you don’t, go to the view menu of the windows explorer, then folder options, click on the second tab at the top and choose to show hidden files and folders), then in the local settings, find the temp directory and highlight all of the files (not the temp folder itself, but all of the files contained). Delete them and try installing the game again.
